It IS a glove box. It's a special Jeremy Beadle edition for his right-hand glove. Most people with equal-sized hands refer to it a coin tray, although it's mainly used in SE Asia for MOT Tester gratuities.
Now the rubber thing, I had to think about. I've deffo seen one before and couldn't quite remember (believe it or not) where exactly it is used.
Then I had the lightbulb moment and can tell you it's the rubber buffer that goes between the interior rear view mirror and the windscreen. (No. 12 on the diagram)
