If the plod decide it's more serious than 'advising' (bollocking), then a Traffic Offence Report is issued. If you get a TOR for not wearing a seat belt, after the TOR has been processed, you'll probably get a £100 fine with no points. If you get a TOR for speeding, then depending on how far over the limit you are, it could lead to the conditional offer a course, £100/3pts, or ultimately court.
Now mainly Johnny Foreigners or others without a 'satisfactory address', they'll have to pay an on-the-spot roadside deposit equivalent to the ticket(s) or other such amount, so they get hit in the wallet, if it went to court and they were fined less, they'd get a refund on the deposit.
Other offences might be covered by a graduated fixed penalty notice (GFPN) which is quite common for minor lardylardy offences.
So a TOR is just a list of charges, along with circumstances aggravating/mitigating. The back office decides what post is landing on your mat.
Some forces still do pen and paper TORs, but a lot of them do them electronically on tablets.

I thought South Yorkshire had actually taken my advice of drivers door for a minute, bet the poor sod owning the parked car was less than happy!
