I believe so, I did a one day course on load lashing about five or so years ago and this was covered as "pending legislation" which is now in force. My seminar thing was related to drums of chemicals rather than palleted sacks but the subject of tautliners came up....
There's a great long bar in Rock & Roll heaven.......

In the 80s Scottish and Newcastle Brewers had rigged some of their fleet of Tautliners with airbags down the middle of the load bed, that when inflated pushed the load against the curtains to hold the load in place.
They used to trundle about with the curtains bulging alarmingly and guess what happened when the fans failed...
Also rather amusing when they forgot to switch off the fans before undoing the curtains.

A chap a few doors away from me tried to commit suicide by driving into a camera van. Nobody died although one did go to prison...

Our local despots have been causing a bit of havoc....
Some young bird managed to bounce off 10 other cars in her Mk4 Fiesta but seems to have avoided a 3 door Rover 214. Like the Nineties all over again down here.....
