More likely drivers with no acceleration sense. I see it all the time, slight curve don’t just lift slightly full on braking instead.

I've always engine braked too, sometimes with a touch of brake lights if those behind appear asleep.
Came in handy driving like that when I did my PSV as you need to keep the revs up a bit for air pressure in the brakes. Although one coach I used to drive had a knackered compressor they wouldn't change so every now and then you'd be stuck at a green light with brakes that wouldn't release.

Having done the hazard perception test twice, that's how they are taught these days. I was lucky, we had lots of practice versions of it for my PSV and that's the time I did it first.
Oddly I remember getting one of the same clips a few years later on my bike test.
