I believe in the chav traffic act, 1992 amended there is an exception for them not requiring it.

We had one from new in 1995 to 2003.
It was insured and a great little car, far better than the A class that replaced it which was the most unreliable car we've ever owned. The Punto was one of the most reliable and also quite nice to drive, despite only being 55hp.
I think the Chav act was to cover halfwits in Jags, probably as a result of the flat roof pub landlord image.

I've had three or so of them as rentals from Mr Shark.
They were a cunto to fill up to the brim for returning. Drove ok. Preferred the Tipo.
