There's an oil measure incorporated into the filler cap, so it's easy to get the mix right.
If it's anything like the cap on Bantams, the measure is well out for modern two smoke oils. You'll be better off doing it by known amounts & working out how much of a capful to use.
Should need less modern oil?
With modern synthetic oil it will be fine to run at between 40&50:1
I bet that originally was running at between 10&20:1, with modern synthetic oil it won't smoke a lot of foul plugs either

It's a long time since I looked at one, but yes I think that's the case.
Yes you can use less modern 2stroke oil 40:1 or even 50:1 and still have good protection.
The old ratio could be 20:1 with the old oils , Honda used this ratio on their 80/90s motocross bikes .
The only thing about changing the specific 2stroke oil mix ratio for the bike is it alters the fuel/air ratio from the carburettor. Using a 40:1 modern thin mix will let more fuel thru the jets causing the bike to run rich overall . You can change jets/needles and clips/ air screw to lean the fuel/air mix off to accommodate the new thin mix fuel .
I would run it on the standard mix on the measure to save altering the carb settings , all 2strokes smoke it’s the rich ones that foul plugs .
After nearly 800 miles I thought I'd better check the oil on the vespa. Looks like the fucking dipstick is snapped off. It was just serviced at 1000 miles before I bought it. Cunts.
That is the oil one right? What else should I check? The manual is shite.

It looks too long that previous part I looked up against the VIN. The one in the manual looks like this:
