That's what I was gonna say. It's the same on my HD, ignition on to turn them on but then they say on with the ignition off. Rider modes I'd suspect. Adjusts the max power n sensitivity of the throttle.

No. As Hooli says, the conditional switching is the similar so maybe that's the new way(s) of doing things. (Which then sounds like you have a fault rather than a design issue). Manual says the hazards will only work with the ignition switched on. Which means that the headlight and tail light light are also on.
I don't want to find out how long the battery will last whilst stuck on the hard shoulder of a motorway at 1 am with something that makes the bike immobile.

Try switching them on then turning the ignition off.
