It does indeed look like Mrs Peel but I don't believe it was for two reasons - firstly the ad is a North American placement where it would have less impact using a British TV star and secondly it comes from a period when The Avengers was at its height with her in the familiar role.
Perhaps a case of contemporary fashion in eye and hair make-up in the same way that many 50s birds look like Marilyn.....
