Only pre '74 (ish) were pedals a requirement, after that they were just to have a designed speed of no more than 28mph.
Hence early FS1E, Fantics and Simpsons etc were highly sought after as with the hidden pedals they would top out near 50mph.

Pretty sure the legal definition of a moped is under 50cc.

Just picked up this old shitter, a seat Toledo previously owned by one of the beige "in crowd" which he sold last year to an unsuspecting victim who was less than impressed with the long list of faults he encountered.
It actually drives ok but there's a hesitancy when accelerating, I had a quick look at the air intake and throttle body for air leaks. The base of throttle seems quite soft so thinking the rubber base might need changed.

I recognise that Seat. Belonged to the chap originally who had the first and lost a lot of cars. I'm terrible with names.
