They wrote it into the software that you could switch off the stop at a stop sign if you chose to enable/disable that function.

The recall shows that Tesla programmed its vehicles to violate the law in most states, where police will ticket drivers for disregarding stop signs. The Governors Highway Safety Association, which represents state highway safety offices, said it is not aware of any state where a rolling stop is legal.

That reminds me of the attitude of a couple of programmers that worked for me on a project. They always thought that they knew best even though they knew nothing about the environment the system was to be used in.

I can just about remember a joke along those lines.
Chap doesn't stop at the stop sign and gets pulled by a policeman. He tries to argue that he slowed right down which is the same thing.
The policeman then starts punching the errant motorist before asking him "would you like me to stop sir, or to slow down ?"
