No, it's definitely plated weight FOR LICENCE. The tube in the tweet didn't have BE entitlement.

Real deal weight is for everything else.

E.g. me in the Jizz (2310) with the car trailer (2700). If I didn't have trailer entitlement I'd be going nowhere because 2310 + 2700 = 5010.

However I do have trailer entitlement so that allows me out there. The real deal out on the road weights are Jizz (1250kg) and trailer (680) = 1930 which is both less than the B limit and the train weight of the car.
