I wonder which bit of the M18? There is a long uphill westbound just after the A1 junction where traffic overtaking in lane 2 can get stuck in lane 3 when lane 1 appears (the sliproad becomes lane 1) due to the number of trucks then stuck in lane 2.

I've seen it on the M25 where they will be displaying arrows to push everybody into the outside lane most wagons and folks who are obviously towing for a living well hang on to see if there is genuinely a reason for it rather than risk a ticket for using the wrong lane.
Obviously once you are over there and you have people undertaking you at 80mph whilst you are stuck at 50 it's no fun trying to get back left

Much the same where I'm thinking of, trucks on the M18 are stuck in lane 2 with a constant queue of cars undertaking.
