Bilbo is/was a VW campervan conversion company. As pointed out, wheels and filler cap/neck are VW items and I think those seats may be as well. The cement-mixer engine adds weight to a theory that it could be an attempt to update and improve the Beetle.....
There's a great long bar in Rock & Roll heaven.......

Does the genny engine power it as well?

Beetle chassis and hardware, plus some dogshit phoned-in body by someone who wanted a Meyers Manx but only had sticklebricks and Ceefax for material inspiration.

Autoshite would have called this the Bumgrape Frightening S2 in the good old days.
