Not sure what the numbers mean on this tweet or what the driver was reported for.
But, if it’s an insecure load, that has ramifications for every car and van on the road. Does every item carried inside your closed vehicle have to be secured?
Suitcases?
Shopping?
Step ladders?
Step children?
Dogs?
Sandwiches?
Police kit bags on back seats?
Just because it offends the OCD of a Copper, he surely can’t report this bloke for being slovenly? It could be argued( and I would If PC Petty pulled me) that having so much crap wedged in there was safer than , say, a couple of tins of paint and an axe rolling around loose, in the event of a rollover accident or similar.

I suspect it's the ladders above the backrests of the seats that were the concern. They'd assume they could slide forwards under hard braking or an impact.

Reporting is a Traffic Offence Report (TOR) which goes to the back office with the statements of the incident and it's down to the pen-pushers to decide what letter to send out, be it a course or points/fine or straight to court.
Insecure load I think is covered by s.40d of the Road Traffic Act 1988
I highlighted any, as having stuff that is a danger of injury to only yourself isn't your own business - although it may lessen the severity of the sanction imposed (warning).Using vehicle in dangerous condition etc.
A person is guilty of an offence if he uses, or causes or permits another to use, a motor vehicle or trailer on a road when—
(a)the condition of the motor vehicle or trailer, or of its accessories or equipment, or
(b)the purpose for which it is used, or
(c)the number of passengers carried by it, or the manner in which they are carried, or
(d)the weight, position or distribution of its load, or the manner in which it is secured,is such that the use of the motor vehicle or trailer involves a danger of injury to any person.
Plod can report what they like, ultimately it's for the courts to decide if an offence has taken place.
